Douglas County has unveiled a redesigned website with improved navigation, accessibility, and mobile-friendly features, making it easier for residents to access County services and information.
Douglas County has a brand-new digital home! As of Monday, March 3, 2025, the County’s official website, douglascounty-ne.gov, has transitioned to a modern, user-friendly WordPress platform, replacing the previous Joomla system. This upgrade brings a more streamlined, accessible, and visually appealing experience for residents and employees alike.
Don't worry, all existing content remains available with a refreshed design that makes navigating and finding key information easier. While the main County website has launched first, all department web pages will gradually migrate to the new template in the coming months.
Thank you to DOTComm and Dianne Wallace, Douglas County’s IT Coordinator, for making this transition possible. A well-designed, intuitive website is essential for serving our community, and this update ensures that Douglas County remains accessible and responsive to residents’ needs.
We’d love your feedback! If you have any website suggestions or notice anything that could be improved, please email Leia Baez, Douglas County’s Communications Director, at leia.baez@douglascounty-ne.gov.
Please take a moment to explore the new site. We hope you enjoy its fresh look and enhanced functionality as much as we do!
Shannon McVaney joins Douglas County as the new assistant director of the Douglas County Emergency Management Agency
Shannon McVaney, assistant director, Douglas County Emergency Management Agency
Douglas County welcomes Shannon McVaney as assistant director of the Douglas County Emergency Management Agency (DCEMA)
Douglas County is pleased to introduce Shannon McVaney as the new assistant director of the Douglas County Emergency Management Agency (DCEMA). A Nebraska native, McVaney brings more than a decade of experience in emergency management, with a background spanning multiple states and large-scale emergency operations.
Originally from Elkhorn, McVaney began her career in Sarpy County before moving to the University of Nebraska-Lincoln, where she gained experience managing major events like Husker football games. She later spent six years in Boulder County, Colorado, where she was involved in significant emergency incidents, including the Marshall Fire—the most destructive wildfire in Colorado history—the King Soopers mass shooting, and multiple natural disasters.
"These experiences gave me a strong foundation in Emergency Operations Center operations, large event operations, collaboration with multiple agencies, and supporting communities in the aftermath of devastating events," McVaney said. "Growing up in Nebraska, I experienced severe weather firsthand, and events like the Columbine shooting, 9/11, and Hurricane Katrina solidified my commitment to emergency management."
McVaney first stepped into public safety more than 20 years ago in Creighton University’s paramedic program, training with the Omaha Fire Department and area hospitals. Her passion for serving the broader community led her to emergency management, where she now ensures Douglas County’s preparedness, response, and recovery efforts.
As assistant director of the Douglas County Emergency Management Agency, she oversees the Emergency Operations Center’s operational readiness, ensures compliance with regulations, develops emergency response plans, and enhances community preparedness through education and training. "My priority is ensuring the Emergency Operations Center is fully operational and strengthening relationships with agencies and communities we support. Emergency management is all about collaboration."
McVaney emphasized that emergency managers are often behind the scenes, ensuring first responders have the resources they need. "Many think we’re first on the scene, but much of our work involves planning, coordination, and support."
Outside of work, she enjoys outdoor activities with her dog, paddleboarding, and watching sports. "I’m excited to serve Douglas County, ensuring we’re prepared for any situation and fostering strong partnerships to enhance our emergency response efforts."
With her experience and commitment to public safety, McVaney is a valuable addition to the Douglas County Emergency Management Agency, dedicated to building a more resilient community.

If you've ever walked into the Civic Center, the Justice Center, or the Douglas County Courthouse, chances are you've been greeted with a smile, a fist bump, or a few words of encouragement from Jaye McAtee. As a civilian security officer with the Douglas County Sheriff’s Office, Jaye has spent the past 10 years ensuring the safety of County buildings—but more than that, he’s been a bright light to employees and visitors alike.
With contagious energy and a commitment to kindness, Jaye sees his role as more than just security—he sees it as an opportunity to uplift others.
“I always ask myself—what do I want to focus on, negative or positive? I enjoy life much better in a positive frame of mind. For me, it takes work to stay upbeat. But it is worth the effort tenfold. I am very passionate about how people treat each other. Please choose wisely how you treat others. I believe we are put on this planet to help others, not hinder them.”
That positive mindset has guided Jaye throughout his career and personal life. Whether offering a friendly greeting or a word of encouragement, his goal is simple: to make someone’s day just a little bit better.
Outside of work, Jaye enjoys staying active. He’s a sports enthusiast who loves golf, tennis, hiking, and watching games. While he thrives on human connection, he also appreciates moments of solitude. As he nears retirement in about a year, his focus is clear—prioritizing his mental, physical, and spiritual health.
Next time you see Jaye, don’t forget to return the fist bump—you might find your day a little brighter because of it.
