Applications Open for 2026-27 North Omaha Turnback Tax Grant

Douglas County Emergency Management (DCEMA) Explores What Happens After A Hazmat Response
Douglas County Emergency Management Agency (DCEMA) recently joined community partners at a Local Emergency Planning Committee (LEPC) meeting to learn how specialized contractors handle cleanup and disposal after a fire department hazmat team controls the immediate danger. The discussion highlighted how partnerships help the community prepare for hazardous materials incidents.
Employee Spotlight: Maria Moreno Builds Connections Before the Storm

The best time to build a disaster response partnership is when there is no disaster in sight. Maria Moreno has seen what those relationships can make possible, and she is now putting that experience to work as Douglas County’s new emergency management specialist.
“Partnerships are especially important when they are developed in ‘blue sky’ time, not during a disaster,” Moreno said.
At the Douglas County Emergency Management Agency (DCEMA), Moreno is establishing a local network of Community Organizations Active in Disasters, or COAD. The network will bring businesses, faith communities and nonprofit organizations together to coordinate support for residents during emergencies and recovery.
Moreno comes to DCEMA with extensive subject matter expertise, having previously served as disaster services director for The Salvation Army Western Division. In that role, she worked closely alongside Douglas County as a trusted stakeholder during emergency operations, specialized planning and training exercises centered on mass care, emergency operations center (EOC) operations, and volunteer and donations management. Douglas County Emergency Management Agency Director Whitney Shipley said Moreno’s experience on the nonprofit side of emergency response makes her uniquely qualified to bridge the gap between government emergency management and community-based resources.
Moreno sees why that connection matters.
“Although local emergency management handles government response operations, human needs often become unmet and extend past the scope of local government,” she said.
A coordinated community network can help meet those needs after government emergency operations end. It can also help organizations work together during localized crises that do not call for a government activation. Moreno sees her first year at the agency as a chance to keep learning while laying the groundwork for that lasting partnership.
“This is why our community needs a COAD,” she said. “This will ensure that Douglas County gets the support and resources it needs during a disaster.”

General Election is November 3: Plan ahead to vote
The General Election is Tuesday, Nov. 3, 2026. The Douglas County Election Commission mailed approximately 65,000 early voting ballots Sept. 28 and will continue mailing ballots every weekday through Oct. 23.
Voters who requested an early voting ballot by mail can check their application status at Voter Check. If household members requested ballots at the same time but receive them on different days, allow at least two days for postal processing before contacting the Election Commission.
The Election Commission must receive applications for early voting ballots by mail by 6 p.m. Friday, Oct. 23.
Have questions about your ballot? Contact the Election Commission before returning it. Depending on the issue, an administrative error may not be correctable after a ballot has been submitted.

Severe weather season isn't over yet. As Douglas County continues monthly outdoor warning siren testing through October, now is a great time to make sure you have multiple ways to receive emergency alerts.
Through a partnership with the ReachWell app, Douglas County residents can receive weather alerts and emergency notifications in more than 130 languages. The mobile app allows users to select their preferred language and receive alerts issued by local first responders.
“We’ve received feedback that not everyone understands what outdoor warning sirens mean,” said Whitney Shipley, director of the Douglas County Emergency Management Agency. “Douglas County has a strong refugee population, and many people coming from other countries may not be familiar with sirens or what they signal. Providing alerts in multiple languages allows us to reach more people and helps ensure everyone in our community has the opportunity to receive timely and detailed emergency information.”
Getting started is easy. Just follow these three steps:
• Download the ReachWell app on any mobile device
• Search for the channel “Douglas-Omaha Alerts”
• Select your preferred language to receive notifications
Alerts delivered through the mobile app may include weather warnings, AMBER Alerts and other emergency notifications.
While outdoor warning sirens are an important public safety tool, they are designed to alert people who are outdoors and should not be relied upon as the only way to receive emergency information. Having multiple methods to receive alerts can help you stay informed wherever you are.
Douglas County’s final outdoor warning siren test for the 2026 season is scheduled for Wednesday, Oct. 7 at 11 a.m., weather permitting.
